Militaries around the world are continuously working towards delivering new defence capabilities to meet current and future requirements of warfighters. However, as systems begin to mature, it is important for officers to develop a systematic approach to manage maturing capabilities to sustain operational capability at all times. In particularly, with continuing concerns on cost constraints, militaries are looking for best practices to extend the lifecycle of their key systems.
Through-Life Systems Management(TLSM) approach has been adopted widely in translating warfighters’ requirements into effective and efficient acquisitions of programmes to deliver the required capabilities. However, while this framework has been proven effective, the task of planning systems’ lifecycle supportability and availability remains complex and challenging. One of the main reasons being, acquisition lifecycle don’t simply consider the process of acquiring one system, but also to capture and integrate the multiple interdependencies to deliver optimum systems of systems capability.
This 3-day course is planned to enhance the implementation of TLSM in delivering an optimum capability on systems of systems level. The course instructor will discuss intensively on management planning, documentation and control, framework performance metrics, supportability engineering analysis, managing technology insertion and obsolescence and systems disposal, among others. To ensure practicality of teaching, real world case studies will be discussed, along with syndicate discussion on persisting challenges that practitioners faced in ensuring lifecycle systems readiness.

Richard (Rick) is the Operations Director of Helyx Secure Information Systems Limited, a UK-based company providing Programme and Project Advisory Services to UK and International Defence, Public Safety, and Security clients. He has been deeply involved capability planning, design, delivery and support for almost 25 years since 1989. In addition to being responsible for the quality and effectiveness of Helyx’s offerings, Richard also leads a number of client engagements providing expertise in the management of Defence Programmes, having advised a number of UK project teams deliver capabilities in the electronic warfare, Geographic Information Systems, and specialist military vehicles. He is currently engaged in provision of support to the UK’s Defence Information Infrastructure programme.
Prior to joining Helyx, Richard was a British Army Officer, specialising in communications systems and acquisition and being appointed a member of the Defence Acquisition Leadership Stream. He was responsible for the development of the Through Life Capability support for the BOWMAN Tactical Communications Programme; the development of tactical doctrine, capability road-mapping, and Defence Lines of Development for future EW and Communications systems, and for Requirements Management of a range of specialist surveillance, communications, and explosive ordnance disposal systems.
Richard has a BSc in Applied Physics, and MA in Defence Studies, specialising in Systems Acquisition, is a graduate of the Army Staff Course, and a Master of Business Administration.
